Sony cares/cared about handhelds, the PSP was very successful even though it sold significantly less than DS. The Vita's failure means the Playstation brand lost a revenue stream.
As long as the X1 continues to sell a significant amount of software support will continue. It already has multiple million sellers with its tiny userbase.
