Whenever a game is releasing on hardware that is not competing, it is exclusive in my view. Releasing a game on 360/X1 makes it a MS exclusive, even if it is released on PC, since that is also something that benefits MS. Releasing a game on PS3/Vita/PS4 makes it exclusive to Sony since those machines aren't in competition with each other.
