Majora's Mask, it took some of the themes OoT brought to the table and made them better while adding new ones. The world felt more diverse lively and engrossing. The dungeons while less numerous were superior. Finally it was such a unique game in the series that hasnt been bested. Oot on the other hand was a standard.
