How about Grand Theft Auto 5?  That's not a FPS. 

Well according to wikipedia that games total budget was $265 million dollars which is almost half as much and since it easily sold over 30 million copies it was money well spend.  Destiny will probably sell less then half as much total copies and like most shooters it will have pretty poor legs.
