There are some Western Developers that make exclusives for 3DS, unlike previous Generations.
But yeah, most Western Devs just care about HD Video Game Systems. The only type of Western Exclusives I ever seem to see on the 3DS would be games like Gunman Clive 2 & Mutant Mudds 2 & the App; Colors! 3D & Spy Hunter & Batman Arkham Origins 2 &.....well, you get the idea of what kind of Western Exclusives the 3DS gets.

but thats kind of my point. most of those games you listed arent doing crap for the system. They dont sell much and they definitely arent moving systems. Alot of indies, those are the types of games that people will and do play on their phones or tablets for much cheaper. Spy Hunter bombed. Arkham bombed hard on 3ds im surprised the Vita version sold better.

Arkham Origins 2 is the sequel to Arkham Origins 1, so people have to play and beat the first one before they pay for part 2, plus Arkham 1 & 2 both got very bad reviews for just reasons.
Spy Hunter was released at $40 instead of $30 or $25 or $20.
I do agree with you on everything, except for the fact that indies have been using smartphones & tablets & PCs to sell the sequels, which are 3DS exclusives. But yeah, these indie games have very little inpact at the end of the day, so it doesn't matter.
Basically I agree with everything you just said.
But there is a very good audience in the West for good Japanese games, and the Japanese Devs tend to make 3DS exclusives, because they prefer to make new games as Glasses-Free 3D exclusives. So good thing Japanese games on in good demand in the west, since western games tend to only be on Home Consoles only, for the latest HD graphics with their 800 MHz clocked GPUs.
Yeah, this Gen is pretty much predictable, but I hope next Gen will be mixed up for both Home Consoles & Handhelds, instead of just Japanese on Nintendo Handheld, and western Devs for Home Consoles, like we clearly have for this entire Gen.
