my guess is it would since usb 2.0 draws less power, however hdd size would be limited to whatever usb 2.0 portable was.  Saying all this I wouldn't gurnatee  it as Nintendo always cuts costs so the port may not be enough to power it up.

I think those would be fine, still got some time until I need to increase the memory, and even then I would use an old 16GB usb stick I have lying around. But I might be more on the look out for usb2 fire sales... maybe I'm too late since everything is usb3 now.

when i bought my Wii U at launch I couldnt find a USB 2.0 portable drive anywhere. Mind you i didnt try that hard.
