Yes it is. Cartoon is NOT lack of proportion. Anime is porpotunate. Comic art is porportunate. Lot's of cartoons are porpotunate. This is absolutly cartoony. Wind Waker is just one style of cartoon. Powerpuff Girls is a cartoon. The Amazing Spiderman is a cartoon. Your point is moot. The game has a cartoon art style.

even if that were true, just because links eyes are big, it doesn't mean it's anime. and the enviroment is not cartoonish either.
