Warning this is speculation but:
Microsoft didn't want TitanFall on the Xbox 360 or on PC, just like Microsoft didn't want Dead Rising 3 on the PC. Just because you are defending them, does not mean you have to ignore reason and defend the result when you don't even know what is going on behind the scenes.
To suggest that Microsoft is actually pushing PC ports is nonsensical. Windows does not need XB1 games to be relevant in the gaming industry. So MS would not purposely harm the XB1 to support Windows in gaming.
Its basically spending money to buy less money.
You can try it at home to. Find a $100 bill, then buy the purchase of your $100 bill with your hundred dollar bill.
