If you own a high end PC, you're a PC gamer, regardless of whether if you own a console.  Most consoles gamers don't own a gaming PC.   As an analogy, I'm sure most console or PC gamers also have a smartphone/tablet/iPad and play casual games on those platforms, but I sure the console/PC people don't call themselves iPad/android/mobile casual gamers.  However, there are lots of people (1 billion people that downloaded Temple Run or the millions that download flappy bird) that are casual gamers, but don't own a console/PC.  Casual gamers and video gamers are not the same market.  PC gamers and console gamers are not the same market.  Similarly, there were many casual/family (Mom and Pops) gamers that bought a Wii, but won't buy a Wii U.  Not the same market.

Those are arbitrary defintions.

Whereas enthusiast PCs are high-end by definition, gaming PCs can be subdivided into low-end, mid-range, and high-end segments. Contrary to the popular misconception that PC gaming is inextricably tied to high-priced enthusiast computing, video card manufacturers earn the bulk of their revenue from their low-end and mid-range offerings.[1]

I never implied that PC gamers do not own consoles. However, your following claim that most console gamers dont have PCs is more or less false, because a gaming PC just has to be able to play games, to be a PC Gamer you simply have to own a PC that can play games. Furthermore, these are merely descriptive terms, they do not supercede each other or are exchangable, i.e being a PC gamer alone has no bearing on whether or not one has the ability to play on another device.

However, those with PCs that outspec the XB1 will not purchase the XB1 versions of the game because they will be more expensive and lower fidelity. That means less games for the console to that consumer, thus less reason to purchase the console at all.

The Markets are distinct but they overlap and are all within the sphere of the Gaming Industry. Thus they affect each other, people who double dip without incentive are in the minority thats why things like Crossbuy exist. It is naive to think that the platforms are so distinct that despite the fact that the media we are concerned with(games), are basically the same, the individual markets based on platform would be completely divorced from each other.
