That's a naive way at looking at the industry. In reality, overlap is in the majority, and PC gamers who already have machines that outspec this generation, which is not a small niche at all, typically buy consoles solely because of exclusives. If something is on PC, let alone steam, then that is one less reason to buy to console. That is why it hurts sales, it might not be directly measurable, but we know it will have an effect.
The greater issue is that this doesn't become a regular thing, which is why the QB rumor is troubling.
