In term of architecture (cpu, gpu, memory, etc.) PS4 is totally different from PS3, and still any game that can be done on PS3 can be done for sure on PS4. That's a question of power and hardware feature, and as far as I know there is nothing like a "high quality cartooney visual" specific hardware on the Wii U, but there is a massive advantage of power and feature for the PS4. Simply told, it's 3D calculation, polygons, textures, effects, and what the Wii U can do can be done on the PS4.
And it's not telling a bad thing, because it shows that Nintendo is doing a great job, provide a hardware good enough for it, and have a specific style that is unseen in other studios and platforms.
