So you were talking US only, ok. Yeah I think in the US it's tracking was good, I was talking worldwide in 2014.

Oh i see, 2014 seems to be ok, its just the added 250k-400k per year from 2011-2014 thats off :)

Currently its off by about 900k-1.3mil. I think Vita is off too ( Look at Rest of World #s), PS4 is good as well as WiiU. X1 might be off still, it definitely is in US (dunno  by how much)

It must be something in 2014 that's off, unfortunately. At the end of 2013 the 3DS wasn't at more units sold then shipped on vgchartz (week ending Jan. 4th vgchartz has it at 42.2mil vs 42.74mil shipped as of Dec.31st), the 3DS is conservatively overtracked by 500k in 2014, realistically the number is probably higher.

EDIT: Scratch that, I didn't think right, your explanation is a possibility as well.
