It's disappointing there are five baby characters and two metal characters, but as others have argued, they don't need to go outside the Mario franchise to have more variety.
Petey Piranha, King Boo, Wiggler, Birdo and Diddy Kong could easily return. Fawful, E.Gadd are great suggestions, as are Goomba (how would they steer, though?), Hammer Bros, Kamek etc. You could go for the obscure fan service with characters like Geno.
I think Nintendo are going to be adding to Kart's roster list with dlc, really.
