AC liberation was on sale on psn all last month for 8euros here, considering the cheapest you would find it at retail is 20euros or more it's not that surprising that the number of physical sales on the Vita aren't so high but I would doubt that liberation didn't break the million sales mark with that sale recently.
The Vita is the first console I've seen that has a store where games are almost always cheaper than their physical counterparts, perhaps that is because there is a smaller user base so game stores give it less shelf space and far less room for their special offer section, I'm not sure. but Vita physical sales are not a good way to judge performance of a game on the platform imo.
