You raise a good point, if it happens in the 80s and everything is alright after that, then the threat Poccy poses is obviously pointless. But here is the thing, in nearly all fiction like this, movies, TV series, books and most importantly comics, the good guy always wins. It's not about the final outcome, it's about how they get there.
