I wonder if the 4 player split screen may be the reason for the 720p/no AA? Even with the alternating 30fps parts of the screen, the total resources for rendering the 4 (and 2) player modes is likely quite a lot more than the single player. It's plausible that they perhaps wanted to use a consistent (though lackluster) IQ for all the modes rather than a scaling one. It would certainly be an odd choice to make, but not totally out of the question.

I do actually wonder if they optimized the graphics around splitscreen. The probably figured it would be foremost a multiplayer game and used that as the baseline.

No prob o/ And yeah it's definitely the feeling i get. I may think it's an odd choice to not use a scaling resolution, but without knowing the details of the engine and tools they use i suppose we can't really know if that was an opinion for them. If it wasn't, then optimizing the game around the multi-player was a good move. A better IQ is nice, but if it would have come at the cost of an unstable frame rate in the split screen then noooooo thank you.
