Not even close, X & Y not only were new titles but they had way more hype. Anyone that didn't like those titles the first time wont buy them again, people would have brought X & Y for the new experience and it being the first main Pokemon game on the 3DS. I never liked Ruby when I played it way back when so I wouldn't play it again.
