If you can afford it then I would go with your own suggestion and get the Mario and Luigi bundle and then pick up Mario Kart 8 (plus free game) separately.
I actually felt that NSMBU was a little underrated, it certainly lost some shine coming so soon after NSMBWii but it was still very good. I actually liked NSLU even more though with its even tighter level design. The above option basically nets you 4 very good to great games for only slightly more than the Mario Kart 8 bundle alone. In short NSMBU and NSLU are well worth the price difference.
