Really depends on the game and type of input. If it's analog input then 16ms of extra lag is a lot less issue, so for realistic driving games I don't mind 30fps so much, because realistic acceleration, deceleration and steering are not instantaneous, and you don't move the camera around.

For arcadey games, fighters and platformers, shooters then it's more needed that's why they tend to shoot for 60fps.

I don't really see the point in dictating only one direction - if a game wants to push speed, let it. If a game wants to push visual fidelity, let it.
