Nothing's wrong with the textures in that shot, it's just an example of the horrible shadows COD in known for.
The Wii U version did launch with some texture loading bugs that saw N64 level textures popping up on characters, but yes, thankfully that was patched in December. Still, it's hardly a looker. Black Ops II on Wii U looks waaay better.
