Why does it only take advantage of 90% of the power? Why not use 100% and boost the performance?

It was the 15th anniversary of Resident Evil and they wanted this game to have as much of the entire Q1 of 2012 to itself. Plus they were referring to the 3DS on Firmware somewhere from 1.0 to 3.0, but The current firmware now is 7.2.

Firmware 8.0 will happen this year, but I'm not sure about 9.0 happening this year anymore.
