No it isn't, it's a genuine prediction, also reported.

WiiU isn't getting anywhere near 25m.

1st year - 3m
2nd year - 3m
3rd year - 3.5m (forecast)

Rough numbers. Not even Nintendo expect an uptick, no reason you should either.
