I would say his comments really aren't all that ambigious. He's even specifically used examples like the iPhone-iPad-iOS setup.
That and just common sense -- frankly put, Nintendo doesn't have the resources to properly support 2 distinct gaming platforms at once ... even when the employee bump they are still a very small company and now they also will have to divert resources to this QoL thing too and development costs/resources are not declining each generation.
A fusion platform simply is the only logical conclusion IMO, that or simply going handheld only (which I don't think Nintendo wants to do). But even there, Nintendo would need some kind of draw for a new handheld, and being able to play/share games with your TV system is pretty much a no brainer.
