Sure that's one way to look at it. Developers who don't develop HD games now will be handicapped in the future....but what about developers who don't make games with motion control? Microsoft put in a design for a motion sensing controller and Sony did a failed attempt at pretending to be the Wii remote, so it's obvious that Sony and Microsoft are thinking about taking motion control seriously.
If developers only work on HD games and don't work on motion control games, they're going to be extremely gimped in a few years when most (or all) games use motion control.
We'll see what happens.
