doubtful. Technically every game could be overloaded with effects and a locked 100FPS framerate to force sub HD outputs, but what's the point?

Unless there's a game aiming for 720p or 792p on PS4, there won't be a sub HD ones on X1.
Developers only started making games for next gen consoles. If anything resolution (and/or graphical fidelity) should increase starting this holiday season or next year.

If you look at game series (GTA, Uncharted, Gears of War, Elder Scrolls) they either increased their resolution with the most recent game in the series or at least hold them and still manage to look vastly superior to their predecessors.

last gen examples from Xbox360:
Elder Scrolls IV: Oblivion = 1024x600 (2xAA)
Elder Scrolls V: Skyrim = 1280x720 (likely FXAA)
Fifa 2006 = 1024x576 (2xAA)
Fifa 2014 = 1280x720 (2xAA)
Halo 3 = 1152x640 (no AA)
Halo 4 = 1280x720 (post-AA)
etc.
