I don't know why Quantic Dream doesn't release on Xbox¹.  Find me an article where it says Sony payed for exclusivity².

2- I don't think you're naive enough to think Quantic Dream would give Sony free IPs. They're not 1st party.

Why not?  Developers decide to release their game on one platform all the time.  Sony haven't funded FFIV, Outlast, MLB, Bound by Flame but they are all on PS4 not X1.  There are probably examples the other way too
