It's a hypothetical.
If I am understanding OP correctly, the question is whether current AAA development could survive on PC revenue alone.
Most if not all AAA's would crash to be replaced with indies and AA games. Even if all console gamers went to PC, budgets across the board would be slashed.
PC gaming isn't pumping back enough money alone into the industry to support it right now.
