It takes 3-5 years for Western companies to make original games too, but the reason why Call of Duty games are pushed out by a studio every 2 years is because they are not truly making new games, but rather an iteration of their existing games. That is why all of the Call of Duty games are so similar to each other, they are reusing things the last iteration of the game. It's also why Mario Galaxy 2 and Majora's Mask had much shorter Dev cycles than the originals.
It's also why iterated games, usually done by American third parties, do not do very well on Nintendo consoles. If you look at the sales history of these sorts of games, it is rare that as many people will buy an iterated sequel as they did the original game. Nintendo gamers, if developers want to maintain a franchise, the sequels have to be much more original - something to differentiate between previous games or that really build on the existing franchise in a meaningful way. Usually, there are some exceptions like Just Dance and Pokemon.
