Yeah but this still seems to be in the game, look:

"We allow you to customise the start time and the time compression (time lapse) in every race you set up, so you have lots of flexibility yourself,” he revealed."

I think the article chose its headline poorly, the dev said that the day/night cycle won't change according to the real time, but you can still choose to race during whatever time you want and also set the time compression so that what's happening in your gif will also happen in the game.
