The 7th gen proved that Japan sales are more of bonus to overall sales than anything. Despite the PS3 outselling 360 almost 8 to 1 there, it still took almost the entire generation for the PS3 to finally pass it overall. The PS4 needs to be at least 90% focused on western consumers, and Sony knows this. Japanese developers will make the games, and PS4 sales will pick up there as more and more projects release on the console.
