Xbox One doesn't have many games either, but it has more retail exclusives than the PS4.

They don't have to be competing with a company to be competing the with the platform.  Regardless that the PC isn't a single entity, it still shares a large amount of games with Sony consoles, now more than ever with Sony pushing indies so hard.

If you'd like to say they're specifically competing with a gaming company though, then why not say Steam?  Most console retail games that are on PC are tied to Steam.  Would Sony rather just allow Steam to take your money or would they rather have your money?  It's been awhile, but Sony's been becoming more aggressive with digital sales could be to attempt to compete with PC's digital sales.  Right now Sony's running a sale where 30 games are being sold for $.99 called the PS Store Flash Sale for example.  Is this short sales name coincidence, or was Sony inspired by the Steam Flash Sale name
?

Steam gave away a free copy of Portal 2, if you purchased it on PS3. You cannot purchase a game on PSN to play on PC.

Steam's prices are a result of competition between PC vendors, since PSN, XBL, and NN aren't pc vendors, then they do not affect the price of those same games on steam.

They aren't directly competing, they just offer similar products.
