2 reasons:

1) The used game market in Japan is ridiculously huge. There's really no surprise in seeing new consoles already available in big quantities early.

2) Not that many games for the Japanese gamers, so the reasons to keep one are small.

There is a difference between no games for Japanese Gamers, and nofew games catered to the Japanese audience. The former assumes that you know what games all japenese gamers like and is obviously mistaken. It gets constantly consumed and regurgitated without much though given to it because it seems like a well founded statement when it is not.

The latter is accurate.
