I don't really see the point of a low cost handheld. Why not just redesign the 2DS/3DS again in a few years and sell that for $99-$129 with a revamped eShop that lets you download 3DS, DS, GBA, NES, SNES, and maybe N64 titles then? I guess you could rebrand it too if you really wanted to (Nintendo LS; Legacy System?).
You don't really need to make an entirely new system for that, a variant of the 3DS would probably be more ideal because you could make the entire DS and 3DS back catalog available from day 1 too and the chipset would be dirt cheap.
