Considering hardware sales are flat he doesn't seem to give any valid reason why DS and 360 dollar sales for example will go down. I guess in the 360's case he could argue that Halo 3 last year will be hard to follow but Grand Theft Auto 4 and a slew of other titles, especially in the first half of this year compared to last year could offset that.
