This news even contradicts itself with another news from the same site. They posted this article before the one in the OP. Even if we for one second assume that in its first 7 days Infamous only sold preorders of the game, which already seems extremely unlikely, then there is still one thing that makes zero sense.
The first article said this:

The second article then says this:

...am I supposed to believe that 40k people just cancelled their digital preorder?

To be fair, VGC pre-order numbers are just as unreliable in many cases. Difference is that insiderp pretend they have numbers direct from some sources.

Which is exactly the problem, I'm pretty sure it is easy as hell for Sony to find out how many digital preorders they have for games and at the same time it is only Sony that knows these numbers, so if they claim that sources told them these numbers, then we have to assume these sources came from Sony and those certainly shouldn't be of by 40k (again assuming that nobody bought the game digitally, that didn't preorder the game).
That site is just making up bullshit and is even making money with it since people give it way too much attention.
