The reason why Watch Dogs runs on PS360 is because it is a cross gen game made with PS360 in mind. Batman isn't made with PS360 in mind so that it has stuff implemented which is simply not possible on PS360 and maybe Wii U.
Do you really think that every PS4 and XBO game in the next 5 years could also run on PS360? I mean sure, everything would be possible if you would just reduce the quality enough but that's like saying The Last of Us could run on PS2.
