probably because the SP wouldn't have fit on one disc no matter where the MP would be, so instead of say include 90% of the SP on disc 1 and only 10% of SP and the MP on disc 2, they decided to do 50% SP on disc 1 and the multiplayer and the other 50% SP on disc 2.
I'm still on disc one though so I can't quite comment on the distribution.
