I personally think this would be very smart. 

No it wouldn't be very smart or at all realistic. The obvious reason is that the Wii U OS requires the Gamepad. Every game (except Donkey Kong TF) uses the Gamepad, and wouldn't work without it. Then there is the Miiverse which is integrated throughout several games, including all of Nintendo's gsoftware, which requires a tablet interface to be functional.

I don't think anyone wouldn't feel ripped off by getting a fake Wii U that lacks an OS and doesn't work with any of the games.
