very doubtful, at least not the part where the camera moves through the street. You can see the building in the background changing its LOD model (or some other kind of flickering).
Also the waving flag in the last shot doesn't look like CGI at all.
Otherwise watch the AC4 trailer again and come back here and tell me why the "CGI" here looks worse than the one used in the AC4 trailer.

Still, I don't trust Ubisoft with this. They may have taken game assets and prettied them up.
If the game looks like this, I'll be impressed.

Oh I don't doubt that but it shouldn't be thaaat far from the final game.

While having a pretty shitty image quality and still being in alpha, I think the detail of the building is already matching what we've seen in that trailer.
