Watch_Dogs can't be compared to GTA just because it's Open World. First of all, it's from Ubisoft. So no Mayhem and useless violence at all. You can talk about moral all you want, but it is just damn funny to kll innocent civilians in oh so many ways in GTA. Also, the story and the missions are very very different. GTA is satire, you'll always have something to laugh about. Watch_Dogs... Well, I can't know for sure what it is all about right now, but it does look a hell lot like Assassin's Creed. So it's probably trying to tell some kind of "serious" story.

Last but not least: The open world of Watch_Dogs will be significantly smaller than that of GTA 5 without a doubt. There's just no way Ubisoft is throwing a budget as ridiculously high as GTA's at a brand new IP. We're talking about something in the range of 100 - 200 million dollars. And it's not like the people at Rockstar Norht aren't talented, I'm sure they put that money to good use.

So in the end, Watch Dogs might become a decent game, but it just isn't GTA and it also can't replace GTA. At all. The only thing those games have in common is the open world. So it's kinda like asking if Call of Duty can replace Uncharted - they are both linear, right?
