The difference here is that Nintendo paid for Bayonetta 2. It would make no sense to release it on the competitions' consoles. For third party games, it's not even about whether or not they will lose money. Sometimes it's just the risk or whether or not the third party thinks it's worth the investment. The process is completely different and people asking for 3rd party multiplats on a certain system show interest to 3rd parties. With the other way around, it would make no sense for Platinum Games (or Nintendo) to even consider releasing Bayonetta 2 for other consoles.
