No, it should not, for 3 reasons...

1. The technical capabilities between Wii and 3DS are way closer than Wii U and 3DS so the compromise will be bigger, specially in the areas that using the extra definition to show the action from farther
2. The Wii U needs all the exclusive content that it can get, moving the exclusives and give the gamers other option than buying the struggling console is counter productive
3. 2015 will be too soon anyway, it took 3 years for DKCR to be sold on 3DS, so maybe by 2017 when the new Nintedo Portable console is available or the Wii U does not need the game anymore.

Oh god.

1. The technical difference doesn't matter because the dalue of Tropical Freeze is its gameplay, not it's spectacle. No one playing the 3DS version will miss HD or fur phisics. Everything can be done with no detrimental visual sacrifice, just like with DKCR: 3D.

2. The Wii U doesn't need exclusives like Tropical Freeze. It needs exclusives like Mario Kart, Smash, 3D Zelda, 3D Metroid, and 3D Donkey Kong. Games that people actually buy new home consoles for.

3. 2015 isn't soon enough. Make it come in 2014. Lord knows the 3DS needs it.
