PC games do it because they make little guarantee about the performance. Looks too slow / crap on your PC? Your PC is too slow. Your fault. Better go spend some more money if you want a good experience.
Consoles need to be plug & play and provide a consistent experience.
If we make it OK to have variable quality settings on console games, you're going to have devs pump up the quality on highest settings without making that mode playable. I don't want to see 20fps "photo mode".
