Raise is an instant KO for most undead enemies, so Sage's Staff > Blessed Shield, unless you're fighting a Raise-resistant Undead (f.e - Boss Undead), then the Cura effect from Blessed Shield > Sage's Staff.
Neither are particularly good though, you'd best stick with actual magic, since at the point you get both items, you can get the -ga level spells (unless you've been rebuilding Norende non-stop to get Blessed Shield in Chapter 3/4).
