There is a huge decline, but I wouldn't say the industry is doomed (handheld maybe) but more that MS and Nintendo haven't been able to provide gamers with what they want.

Also regarding the Wii it should be noted that it had freakishly large sales in its first couple years but then dropped way earlier than the 360 or PS3, so a console doesn't need to outsell the Wii now to have a chance at beating its lifetime numbers.
