The main reason for Wii U struggles is software drought. Both from a first and third party perspective.

The early struggles of 3DS clearly caused Nintendo to shift some focus from Wii U development to 3DS development. In retrospective you can argue that 3DS was released a little too early. I'd say Iwata is responisible for that mistake.
At the same time Nintendo was caught off guard when it comes to allocating development resources to HD development. Nintendo's software management is responsible for this.

When it comes to third party support, it's more complicating. But one major issue is of course Nintendo's unwillingness to market their systems though third party software.

The Wii U hardware system in itself is absolutely not the problem.
