According to Iwata that is the case. Once 3DS sales stalled from the price and tsunami, he made the choice to put a lot of resources into new 3DS titles to revive the console. It seems to fit as well, Wii output practically vanished, Wii U still feels like it's still getting started and we have what feels like an overabundance of 3DS titles, there is no balance. Also with both current consoles being a lot more powerful they are really tapped for resources way more than Wii+DS. It'd be impossible to continue this way they need to expand.
