The Vita's visibility in US is subpar, little/weak advertising and easily overshadowed by the easily recognizable Nintendo Handheld line. Sony somehow forgot they were trying to break into new territory where they have little pedigree.
360 in Japan is due to its particular roster of games and brand image. Shooters are not super popular in Japan and that is what 360 is known for. I imagine MS's marketing push in JP is probably about as strong as Sony's push for Vita in US. Also Japanese gamers are generally moving away from consoles. They prefer their smartphones and portable devices. Something to do with the fact they are crammed so tightly together and are always on the go.
