While held they wont protect you from anything, and you can't cut people off while hitting them with your item.

Possibly, but I have to doubt it. Don't think any Mario Kart game has ever let you tweak the core gameplay mechanics, infact they generally have very few options if any at all. There's a first time for everything though!
