Microsoft cannot create their own games. They have to buy them. Thats the only way they can fight back against Sony. It's also the reason I am now buying the Xbox One before the PS4. I'll play the PS4 a little later. Microsoft just solidified that Xbox One in my house first! Damn Microsoft! LOL! To me their two greatest franchises ever are the ones they purchased in Halo and Gears.

MS creates and buys IPs. That's no different than Sony. Sony bought Naughty Dog, Sucker Punch, and Media Molecule after they created popular IPs.

I think the biggest difference is MS more often invests money in IPs they don't own. Sony on the other hand has lost support from developers because they didn't want to give their IP to Sony.

Their IPs are their own. They arent just buying up IP's like Microsoft.

Of course their IPS are their own because Sony looks to purchase the whole company to make all their IPs exclusive to their platform.  How this is any different or can be considerd as some move to promote creativity is well beyound my understanding.  Hell if any company can make this claim is probably only Nintendo.

So out of the 15 studios Sony had, they are down to 13.  Out of the 13 studios Sony owns today how many were bought and not inhouse

Evlolution Studio - bought

Guerilla Games - bought

Media Molecule - bought

Naught Dog - bought

SCE Bend Studio - bought

SCE Cambridge Studio - bought

SCE Studio Liverpool - bought

Sucker Punch - bought

Now lets see some of those studios that just could not get that extra motherly nurturing and were closed

Zipper - bought now closed

Big Big - bought now closed

incognito Entertainment - bought might as well be closed since no development is coming out of that studio.

So out of 15 studios, 10 of them were bought.  The reason I will always have a PS systtem is because Sony knows talent and purchase that talent.  To act like Sony is this nuturing company that doesn't look at the botton line and does not run their divisions like a business is really out there.
